General Responsibilities: To provide support to the TIS Program and the M&E Team in main three tasks;  the rapid evaluation and the enhancement of the currently used M&E tools, identification of the tools to be used for an impact assement of the program as well as the assessment of the teacher trainings held in 2019.
1.       Background

The Foundation combines the expertise of professionals with the energy of trained volunteers to create a better future together. Maya Foundation, within the scope of the Mental Health and Psychosocial Support Program that forms its main ‑field of operation, organizes activities and events to improve coping skills with the aim of supporting the healing process in traumatized children.

In addition to working directly with children, it is essential to also focus on strengthening the capacity of school teachers and counselors. The role of an educator is crucial to a child’s whole development. If a teacher cannot understand what the potential outcomes are of adverse events in a child’s life, recognize the warning signs and understand what the potential outcomes are, these problems cannot be resolved. A child’s academic success and lifelong mental health are dependent on the community surrounding her/him. Without this support adults with childhood traumatic experiences suffer from increased rates of depression, substance dependence, and PTSD. As a response, the Trauma Informed Schools Program aims to transform schools into a safe zone for all students with an emphasis on students with traumatic backgrounds. In close collaboration with Ministry of National Education, TIS Program is being implemented in Public Schools to establish a trauma-sensitive perspective on the national education system, to strengthen the ability of teachers and psychological counselors and families to deal with children who have been traumatized and to provide the opportunity to implement these skills in a controlled environment. In 2019, Maya expanded the scope of the program by including peer bullying to its agenda, and continues its activities with all stakeholders within the school environment.

2.       The Purpose of the Assignment

Under the supervision of theTIS Program Coordinator, the National Consultant will provide support to the TIS Program and the M&E Team in main three tasks;  the rapid evaluation and the enhancement of the currently used M&E tools, identification of the tools to be used for an impact assement of the program as well as the assessment of the teacher trainings held in 2019-2020 academic year .




3.       Travel Requirements fort the Consultancy

Due to the COVID-19 pandemic, no travels are foreseen for the tasks identified under the consultancy.

 

4.       Duration and the Cost of the Consultancy
  • Duration: The assignment will cover the period between 01 August 2020 and 01 September 2020. It is estimated that a total of 21 working days are needed to complete the required deliverables.
  • Payment schedule: Maya Vakfı will issue a contract in TRY. The payment will be made upon the delivery of requested outputs as specified in the contract.
  • Reservations: Maya Vakfı reserves the right to terminate the contract without a prior notice and/or withhold all or a portion of payment if performance is unsatisfactory, if the rules and the regulations regarding confidentiality, ethics and procedures of Maya Vakfı and the project partners are not followed, if work/outputs are incomplete, not delivered or for failure to meet deadlines.

 




5.       Description of the Assignment

Work expected from the National Individual Consultant:

Conducting Rapid Evaluation of the M&E tools being used for TIS Programme:

 

  • Assessment of the tools used before and after Covid-19 in terms of their capacity for measurement.
  • Provide recommendation on how to improve the design of the overall assessment of the activities carried out under TIS Programme and M&E tools.

 




Identification of the M&E tools for an overall impact assessment of the Programme:

  • Designing the methodology and data collection to be followed during the program implementation.
  • Identification of the indicators for the impact assessment of the TIS.
  • Developing the tools for data collection.

Rapid assessment of teacher and school counsellor trainings

  • Designing the rapid assessment.
  • Develop the data collection tools (focus group discussions and/or key informant interviews).
  • Conduct focus group discussions and/or in-depth interviews.
  • Provide a report together with the analysis.

6.       Expertise and Qualifications Required

General Qualifications

  • Advance university degree in social sciences.
  • Excellent research skills.
  • Excellent communication skills.
  • Deep understanding and sense of ethics with regard to children’s and women’s rights issues, Evidence of having experience in working with multi-disciplinary teams.
  • Excellent facilitation and report writing skills.
  • Excellent knowledge of Turkish and English.

 

7.       Specific Qualifications

Specific Qualifications

  • Good knowledge of research.
  • Expert in Monitoring and Evaluation in the field of psychology.
  • Good knowledge of MEAL.
  • At least 5 years of working experience in M&E.
  • At least 5 years of working experience in social research.
  • Familiarity with civil society and social projects.
  • Working experience with Maya is an asset.
  • Working experience in disadvantaged settings on emergency related issues, preferably education, is an asset.
